Our client, a citizen of Ethiopia, had entered the U.S. as a refugee. He was a truck driver and was arrested on one of his routes because he was in possession of “khat,” a common narcotic in the horn of Africa, but illegal in the U.S. He was detained and subject to mandatory detention.
